The Board is subject to the provisions of the corporation's bylaws and governance to guidance as they might be amended from time to time.

Fran has worked in the City Manager’s Office since 2005 and has been with the City since 1998. Prior to becoming a Public Servant, Fran worked in the private sector industries of Staffing, Hospitality, Retail, and for a national General Contracting Construction company. She currently serves on the Board of Directors of the Torrance Area Chamber of Commerce, Discover Torrance, The Pacific Gateway Workforce Investment Board, and the South Bay Entrepreneurial Center.
